Workforce strategy

The workforce strategy team is responsible for developing and implementing effective workforce planning strategies across NHS Yorkshire and the Humber. This includes producing an annual workforce strategic framework to inform the education commissioning process.

The aim is to:

  • improve workforce productivity by promoting new and flexible ways of working and learning
  • improve workforce planning systems, capacity and capability
  • ensure the delivery of national workforce strategies and policies and that legal requirements such as the Working Time Directive are met
  • improve knowledge and information management
  • raise the profile of workforce issues in service planning and reconfiguration.
     

Workforce Ambitions

In March 2009 the SHA published pdf iconWORKFORCE AMBITIONS (2.7MB) - a strategic framework for workforce and education in Yorkshire and the Humber 2009 -2014.

This document examines the changing context for workforce planning and education commissioning within the NHS and aims to:

  • identify the workforce and education requirements to deliver each of the clinical pathways in Healthy Ambitions
  • improve workforce planning throughout the region by engaging health communities in a dialogue about the future shape and education needs of the healthcare workforce
  • describe the SHA's approach to a range of underpinning themes such as investment and leadership.

An executive summary of Workforce Ambitions is also available. Workforce Ambitions is supported by an Equality Impact Assessment which identifies the potential effect of the strategy on certain communities and population groups.

 NHS Calderdale and NHS Kirkless health economy have published “Workforce Ambitions for a Healthy Kirklees 2009 - 2014” which is an example of good practice and includes an Equality Impact Assessment. 
 

Workforce Ambitions - refreshed and updated July 2010

In July 2010 the SHA updated the original workforce strategy document to reflect the change in government and revised policy and financial framework in which the NHS will operate over the next four years. Click here for the new version of the document. Strategic Workforce Planning Operational Guide 2010

The SHA published the strategic workforce planning operational guide in June 2010.

The document

  • Explains the strategic workforce planning process that informs education commissions and the delivery of Workforce Ambitions
  • Sets clear expectations for PCTs and providers about the activities requiring their involvement
  • Informs and guides individuals who contribute to and/or complete workforce information requests from the SHA

Working Towards a Fully Qualified Workforce

In February 2008 the workforce strategy team published pdf iconWorking towards a fully qualified workforce (178.1KB) which supports the ambition that all NHS staff should be qualified for the role they currently undertake. Workforce planning and information

NHS Yorkshire and the Humber is working with stakeholders to provide support and information for workforce planning and development purposes. There is a small team at the SHA with responsibility for workforce planning.

Labour Market Information

In February 2010 Capita Health Services published a revised regional report for Yorkshire and the Humber as part of their national suite of reports. This was an update to Capita's 2007 report which comprised an overall regional report together with 14 PCT level reports.

Skills for Health published a regional Labour Market report for Yorkshire and the Humber in August 2010 as part of their suite of 10 SHA reports.
