The Workforce and Education Business Plan for 2011 -12 can be downloaded below, the directorate has the following key objectives
- Supporting the transition process to new structural and managerial arrangements following the publication of Liberating the NHS
- Developing leadership and organisational capacity in the new NHS
- Developing the new workforce arrangements in partnership with key stakeholders
- Supporting SHA staff through the transition process
- Actively contributing to quality and assurance processes
- Developing and implementing a sustainable commissioning and investment plan for undergraduate, postgraduate and support staff education and training
- Ensuring that there is a sustainable clinical skills investment programme across Yorkshire and the Humber
- Ensuring that there is a stable financial platform throughout the transition and in readiness for taking forward the recommendations of the MPET review
- Ensuring continued attention to all workforce development activity in line with the SHA Business Plan and Department of Health Service Level Agreement

Workforce and Education functions during transition
The consultation document Liberating the NHS: Developing the healthcare workforce published in December 2010, highlighted that it is time to give employers greater responsibility for planning and developing the healthcare workforce. It is proposed that local "Skills Networks" of employers will take on many of the workforce functions currently discharged by Strategic Health Authorities. The quality of education and training will remain under the stewardship of the healthcare professions, working in partnership with education and training providers.
In Yorkshire and the Humber an Interim Board has been established with the following terms of reference and membership;
Terms of Reference
- To advise the SHA Cluster Board on all matters relating to NHS Education and training, including the use of the MPET fund
- To develop the vision, strategy and operating model for the partnership
- To develop the model of governance and stakeholder engagement for the partnership in line with local and national requirements
- To agree the principal functions and purpose of the partnersip and the roles of the component parts
- To develop and agree the Annual Business Plan for ratification and endorsement by the SHA Cluster Board
- To prepare the partnership to be a separate legal entity in line with any national authorisation process and statutory requirements
- To ensure effective partnership and stakeholder engagement to include all NHS employers, clinicians, education and training providers, local government and social care
Membership
- 3 Chief Executives or their nominated representative from each of the proposed hubs, with 1 nominee for each hub/partnership group being from the major Teaching Hospital (i.e. 9 seats in all)
- 1 GP provider representative from each hub/partnership group
- 3 University representatives drawn from across Yorkshire and the Humber
- The Senior Team from the Workforce and Education Directorate
- 1 Non-Executive Director
- SHA Director of Finance

The interim board will be Chaired by Sir Andrew Cash with Mr Phil Morley and Mr Chris Butler acting as Vice Chairs.
