Background
Following the publication of “Liberating the NHS”, all 10 Strategic Health Authorities (SHAs) were asked by the Departrment of Health (DH) to create a dedicated executive director post for commissioning development. The overall brief for this post is to see that GP consortia are established and that PCT commissioning is sustained in the run up to the handover from PCTs to consortia in 2013 and the subsequent abolition of PCTs.
In Yorkshire and the Humber the director post has been filled by Ailsa Claire, the chief executive of NHS Barnsley. A commissioning development and contingency programme plan has been developed to take this work forward and this programme is co-produced between the SHA and the 14 PCT Chief Executives.
